Abstract

Conservation Groups file in opposition to the issuance of a preliminary permit for the Black Canyon Hydroelectric Project for a number of reasons. The river section proposed for development has been found eligible and has been recommended for designation as a Wild and Scenic River by the United States Forest Service, and is identified as a protected area from hydropower development by the Northwest Power and Conservation Council (Council). Issuing a preliminary permit for a site that has previously been deemed unsuitable for development,2 is located on a potential but not yet congressionally designated Wild and Scenic River section, and that lies within a “protected area” is not in the public interest. Furthermore, allowing an applicant to move forward with new studies on a project with such enormous barriers to licensing creates unnecessary burden and expense for the applicant, agencies (including Commission staff) and other stakeholders.
