Abstract
Pursuant to 18 C.F.R. §4.32(b)(7) and 18 C.F.R. §385.214 of the Commission’s Rules of Practice and Procedure, American Whitewater Affiliation (hereinafter referred to as American Whitewater) hereby requests leave to file a motion to intervene regarding the Notice of Application Tendered for Filing for the Prospect 1, 2 and 4 Hydroelectric Project, FERC No. 2630-004, located on the Rogue River in Jackson County, Oregon. American Whitewater also requests that the Commission require PacifiCorp to conduct the additional studies and gather the additional information described below. The additional studies and information requested are essential to a complete factual record for the Commission to evaluate the application giving “equal consideration” to developmental and non-developmental resources. We urge the Commission to withhold acceptance of this application for environmental review until the requested studies are completed as they are essential for the Commission to satisfy its legal obligations under both the Federal Power Act and the National Environmental Policy Act.Description
